TRANSPORTATION FUNDING BALLOT QUESTIONS DO WELL
Public ballot questions on transportation funding did well in states across the nation in the November 8 election. Here is the scorecard:
- New York voters approved a $2.9 billion bond issue, with nearly half directed to the state’s DOT transportation projects. The other half will go to the Metropolitan Transportation Authority for transit.
- In Maine, some 68 percent of voters approved a $33.1 million bond issue dedicated to highways and bridges and other transportation improvements.
- In Texas, some 54 percent of ballots were cast in favor of creating a Rail Relocation and Improvement Fund.
- Washington State voters rejected the repeal of a 9.5 cents per gallon increase in the state motor fuels tax enacted earlier this year.

EMAIL GOVERNOR CODEY & NJ DEP ON WASTEWATER RESTRICTIONS
The proposals published by the Department of Environmental Protection (DEP) to amend 10 of the state’s 12 Areawide Water Quality Management Plans represent a significant shift in policy and could have serious economic implications for New Jersey.

SUPREME COURT WEIGHING DECISION ON SCHOOL CONSTRUCTION FUNDING
The New Jersey Supreme Court has reserved decision on a request by the Education Law Center that the state be ordered to provide more funding for school construction projects. The court heard oral arguments on November 7, 2005.

ELC Executive Director David Sciarra asked the court to order the State Commissioner of Education and State Treasurer to estimate the cost of completing suspended school construction projects and to work with the Legislature to secure additional funds. The action was prompted by the decision by the New Jersey School Construction Corporation to suspend work on over 200 urban school construction projects.

CORZINE TRANSISTION OFFICE ANNOUNCED
Richard Leone, former State Treasurer and Chairman of the Port Authority of New York & New Jersey, has been appointed as Chairman of Governor Elect Corzine’s transition team. The transition office will be located at 240 West State Street, Trenton, NJ 08625. A phone number has yet to be determined.

NEW JERSEY SUBCONTRACTORS PRESENT AWARDS
The American Subcontractors Association of New Jersey presented the following awards at its 34th Annual Awards Dinner: Developer of the Year, Stavola Realty Co.; Labor Leader of the Year, Thomas Manning, Steamfitters Local Union #475; and Construction User of the Year, Pfizer, Inc.

MILLVILLE SEEKING NEW WAY TO FUND INFRASTRUCTURE IMPROVEMENTS
Millville in Cumberland County is moving ahead on a new way to fund present and future infrastructure improvements. The city is seeking approval to create the first revenue allocation district (RAD) in New Jersey. The designation would allow Millville to set aside a portion of property tax revenues generated by the district- an 821 acre center city redevelopment zone- to pay for local improvements. Millville is acting under a 2002 law providing municipalities flexibility in targeting tax revenues.

PEOPLE ON THE MOVE
Philip Angarone of Hamilton Township has been named as Director of Marketing by the PMK Group of Cranford, an environmental engineering and consulting firm. He formerly was Corporate Development Manager.
Weldon Materials announced the following promotions effective October 1, 2005:
Pete Kochek will assume responsibilities of Marketing Manager.
Tom “TJ” Johnson will take over as General Sales Manager and will have direct responsibility for the implementation of product pricing and sales, customer service, and project oversight.
Elizabeth Rotella will assume the responsibilities of Sales Administration Manager.

ALLIANCE IN ACTION
Nuclear power, pharmaceuticals and what’s happening in Ocean County highlighted a meeting of the Ocean County Alliance for Action on Friday, November 18, at the Toms River Ramada Inn on Route 9, just south of Route 70. Speakers included:
John P. Kelly- Ocean County Freeholder
Bud Swenson- Site Vice President of the Oyster Creek Generating Station, and
Henry W. Kurz- Account Manager of the New Jersey Commerce, Economic Growth & Tourism Commission.
